Seasonal RV site agreements in Kansas
What Kansas law says about seasonal and annual RV guests, sub-metered electricity, sales tax and online signatures — and the clauses your agreement should carry because of it. Written for park owners, not lawyers.

Is a seasonal guest a tenant in Kansas?
Kansas' landlord-tenant act excludes 'transient occupancy in a hotel, motel or rooming house' but does not mention campgrounds, RVs, or a day threshold. The mobile-home-park act is written for mobile homes on rented lots and does not address RVs. A seasonal RV guest is therefore in a gray area: short recreational stays look like transient lodging, while a year-round occupant paying monthly rent may be a residential tenant.
What that means for notices and removal
Not specifically addressed. If the occupant is a tenant: 30 days' written notice for month-to-month (K.S.A. 58-2570), 3-day notice for nonpayment (§ 58-2564), then a forcible detainer action in district court.
Sub-metering electricity to RV sites in Kansas
No Kansas statute or KCC rule specific to landlord or campground electric submetering was found; K.S.A. 66-104 does not exempt or address utility resale to tenants. Industry sources say submetering is 'largely allowed' but that KCC-regulated electric providers may prohibit it by tariff, so check the serving utility or cooperative before billing per kWh and do not mark up.
Sales and lodging tax on seasonal sites in Kansas
Kansas sales tax and the local transient guest tax are written around 'sleeping rooms' in hotels/motels/tourist courts; Department of Revenue Publication KS-1540 does not address campsites or RV pads, and no guidance treating bare site rent as taxable was found. Transient guest tax stops after 28 consecutive days; sales tax on sleeping rooms continues regardless of length. Confirm treatment of site rent with KDOR.
Signing agreements online in Kansas
Uniform Electronic Transactions Act. Electronic signatures are valid for seasonal site agreements when the guest agrees to sign electronically, intends to sign, and the record is kept in a form that can be reproduced and shown not to have changed.
