Seasonal RV site agreements in Missouri
What Missouri law says about seasonal and annual RV guests, sub-metered electricity, sales tax and online signatures — and the clauses your agreement should carry because of it. Written for park owners, not lawyers.

Is a seasonal guest a tenant in Missouri?
Missouri gives private campground owners a statutory right to eject guests who are unregistered, stay past the agreed departure date, fail to pay fees, disturb others' quiet enjoyment, or violate the law; a person who refuses to leave commits first-degree trespass. The statute speaks of 'registered guests' and has no day threshold or explicit carve-out for seasonal occupants, and Missouri's general landlord-tenant law (RSMo ch. 441, 535) does not mention campgrounds.
What that means for notices and removal
Ask the guest to leave; if they refuse they are trespassing and law enforcement can remove them, and any unused prepaid fees must be refunded (§ 419.090). Post or distribute the required written policies (curfew, alcohol, tobacco, pets). For a year-round occupant using the site as a residence, a court could view the arrangement as a tenancy requiring ch. 535 eviction, so keep seasonal agreements fixed-term and recreational.
Sub-metering electricity to RV sites in Missouri
No Missouri statute or PSC rule specifically authorizing or capping campground resale of electricity was found. Investor-owned utility tariffs in Missouri generally restrict resale of service, and submetering practice is governed by lease terms and utility tariffs; confirm with your utility or electric cooperative before billing per kWh.
Sales and lodging tax on seasonal sites in Missouri
Missouri sales tax applies to rooms and sleeping accommodations furnished to transient guests by hotels, motels and similar establishments; a 'permanent resident' who contracts in advance for 30 consecutive days or more and actually stays is not taxed. The rule does not specifically mention campgrounds or RV sites, so confirm campsite treatment with the Department of Revenue.
Signing agreements online in Missouri
Uniform Electronic Transactions Act. Electronic signatures are valid for seasonal site agreements when the guest agrees to sign electronically, intends to sign, and the record is kept in a form that can be reproduced and shown not to have changed.
